Is it legal to record a Zoom meeting? Consent rules explained

Recording a Zoom, Teams or Google Meet call is legal in most places, if the right people have agreed. Who has to agree depends on where you and the other participants are. Here's how the rules work, which US states need everyone's consent, and what that means for AI note takers.

One-party vs all-party consent

One-party consent means only one person in the conversation has to agree to the recording, and that person can be you. Federal law (the Wiretap Act, 18 U.S.C. § 2511) works this way, and so do most states.

All-party consent (often called two-party consent) means everyone in the conversation has to agree. Recording without it can be a crime and can also let the other person sue.

Sources classify a few states differently, so here are the clear cases and the mixed ones separately:

Many businesses simply treat all 15 of the first two groups as all-party. When participants are in different states, the strictest applicable law generally matters, which in practice means: if anyone might be in an all-party state, get everyone's consent.

What about the UK, EU and elsewhere?

• UK: recording a call you're part of for your own records is generally allowed. Businesses that record, keep or share recordings are processing personal data under UK GDPR, which means telling people and having a lawful basis.
• EU: GDPR applies to recordings made by organisations: be transparent, have a lawful basis (often consent or legitimate interest), and keep recordings only as long as needed. Some countries add stricter criminal rules.
• Canada: one-party consent under the Criminal Code for your own conversations; businesses also have privacy-law duties to notify.
• Elsewhere: rules vary widely. When in doubt, announce and ask.

Zoom, Teams and Meet: what the platforms do

When you use the built-in recording in Zoom, Teams or Google Meet, the platform shows a recording notice to participants. That notice helps, but it doesn't replace your legal duty in all-party jurisdictions, and it doesn't cover recordings made outside the platform, such as screen recorders or AI tools that capture audio from your device.

Do AI note takers count as recording?
